أحدث الفصل ٤٩ من الدستور التونسي تغييراً جذرياً في منظومة حماية حقوق الإنسان، إذ يكاد يكون المادة الجامعة الوحيدة في الدساتير العربية التي تضع الشروط والمعايير المتعلقة بتنظيم الحقوق والحريات وضبط إطار لتدخّل المشرع ومختلف السلط العمومية بالاستناد إلى مبدأ التناسب بين ضوابط تقييد الحقوق وموجباتها. فقد تم بمقتضى الفصل ٤٩ دسترة مبدأ قانوني هام وهو مبدأ التناسب باعتباره منهجاً واختباراً من الضروري إعماله من قبل كافة المتدخلين في هذا المجال حتى تتم عقلنة هذا التدخل وضمان حماية أنجع وأد
قامت المؤسسة الدولية للديمقراطية والانتخابات وبالتعاون مع هيئة الأمم المتحدة للمرأة بدعم ’الشبكة العربية للمرأة في الإنتخابات‘ خلال المرحلة الأولى من إعداد الخطة الإستراتيجية، ثم استكملت المؤسسة الدولية للديمقراطية والانتخابات الخطوات النهائية التي أفضت إلى إعداد هذه الإستراتيجية التي تهدف إلى إيجاد الحلول الممكنة لإشكالية انخراط المرأة في الفضاء السياسي بشكل أكثر فاعلية، وإرساء عدد من المدخلات على المستوى المحلي والإقليمي والدولي للارتقاء بمستوى مشاركتها السياسية.
ADDIS ABABA— African countries are still far from achieving women's equal and effective participation in political decision-making. Women constitute only 24 per cent of the 12,113 parliamentarians in Africa, 25 per cent in the lower houses and 20 per cent in the upper houses of parliaments, according to the first Women's Political Participation: Africa Barometer 2021 published today.
Under the project “Working for a new era in protection of fundamental rights in Tunisia”, International IDEA organized a Moot Court Competition that centered around Article 49 of the Tunisian Constitution. This activity was the first of its kind, bringing together law faculties, students and leading practitioners from across the country to engage on cutting edge legal issues, including the application of the principle of proportionality.
It struck us to find out how (badly) women are treated on social media. As a pilot effort, International IDEA is working together with MEMO 98, a Slovak-based non-profit media-monitoring organisation, to analyze how women politicians are treated on social media in Fiji.
ADDIS ABABA - The COVID-19 pandemic has regressed key aspects of democracy in Africa and the Middle East, including the disruption of electoral processes, restrictions on civil liberties like freedom of expression, and increasing persecution of opposition leaders and parties. The pandemic has hit the region at a time in which the significant advances of democracy in the last decades were coming to a halt.
The International Institute for Democracy and Electoral Assistance (International IDEA) together with the implementing Partners of the C3- Fiji Project concluded the third annual National Forum on Women in Politics on 15 December 2020.
مكنت الاصلاحات الانتخابية التي شهدتها عدة دول في المنطقة العربية منذ عام 2000، من إعادة النظر في الوظيفة التنظيمية للانتخابات للاجهزة الحكومية، خاصة منها وزارات الداخلية، وتشكيل هيئات أو مفوضيات مستقلة عن السلطة التنفيذية لتنظيم الانتخابات. ويأتي هذا الخيار إستجابة للمطالب الشعبية والتزاماً من الدول التي انتهجته بضرورة النأي بالمسار الانتخابي عن كل تدخل وتوفير الضمانات اللازمة لنزاهته. وقد شهدت المنطقة العربية أول موجة لتشكيل الهيئات والمفوضيات واللجان الانتخابية المستقلة عام 2000.
The COVID-19 pandemic has exacerbated the fragile socio-economic situation in the countries of North Africa, compounded existing challenges and created new challenges to democratization in the region. While much attention has been paid to the question of the consequences of COVID-19 for electoral processes, its impact on constitutionalism and the rule of law in the countries of North Africa has received relatively less attention.
COVID-19 response has been “a whole of Government effort”.
International IDEA together with our implementing Partner, Dialogue Fiji, held a “Talanoa with the Minister” webinar, on Friday 5 June 2020, under the “Upholding Citizens’ Constitutional Rights for Democratic Consolidation in Fiji” project (C3- Fiji Project) which is part of the activity “Public meetings between citizens and MPs at local level”.

Political campaigns online have demonstrated that they can help candidates win elections, include more citizens’ concerns in political debates or allow upcoming parties to gain political exposure.
Tunisia joined International IDEA as the 33rd Member State of the organization when the Council of Member States met in Stockholm on 2 December 2019. Tunisia is the first member state from the North African and Arab region to join the Institute.
