On March 29, 2024, Kyiv hosted a momentous conference titled "The Role of the Verkhovna Rada of Ukraine on the Path to Full Membership of Ukraine in the European Union," organized by International IDEA in collaboration with NGO "Internews-Ukraine" and the Ukrainian Parliament’s Committee on Ukraine’s Integration into the European Union. International IDEA’s collaborative efforts with partners such as the European Partnership for Democracy, have significantly influenced the formulation of the European Commission’s Defence of Democracy package. This success is marked by a series of impactful joint initiatives conducted throughout 2022 and 2023:
The European Commission adopted its Defence of Democracy Package on Tuesday, 12 December 2023. The package encompasses a directive, two recommendations and a communication aiming at shielding European Democracy from malign foreign actors and bolstering democratic resilience from within.
On Tuesday, the European Commission launched its long-awaited Defence of Democracy package. For months, public debate around the package has been absorbed by controversy over its Directive on interest representation by third countries, the centrepiece of which is a transparency register for donations from outside the EU.
On 1 December 2023, International IDEA’s Council of Member States, chaired by the Netherlands, unanimously approved a membership request from France. The country joins the intergovernmental organization as its 35th Member State. France’s membership comes with a strong message of support for the Institute’s work, including a foreseen core contribution of 500,000 EUR for 2024 to back the Institute’s operations and knowledge production.
This Brief presents some findings on the Summit for Democracy process from the perspective of participating countries based on a selected number of interviews with representatives from the governments of six countries (Germany, Lithuania, Norway, Spain, Sweden and Zambia) and the European Union (European External Action Service).
